Chang Ping says the question of whether revolution or reform is more suitable for today’s China fails to consider realities on the ground, and it overlooks the importance of one influencing the other

Three recent blog essays by the young writer Han Han – on revolution, democracy and freedom – sparked a fierce debate on the internet. Among his views, his support for reform over revolution was the most contentious. Han’s popularity is of course one reason his postings ignited such a debate. But the fact is, the subject resonated because China stands at a crossroads.

The relevance of revolution in today’s society was a hot topic among scholars three months ago when the centenary of the 1911 revolution rolled around. Law professor Xiao Han declared China today to be ripe for a revolution, and believed a revolution was inevitable. He said he did not hope that violence could be avoided, but suggested it should be justified.

Philosopher Li Zehou took the opposite view. In his argument for a “farewell to revolution”, he said any regime that seized power through violent revolt would itself cling to the use of violence to maintain power. Yet another tyrant or autocratic government would be born, inciting yet another revolt. This was the vicious cycle of violence that accompanied the rise and fall of China’s dynasties, he said. No matter which held power, it was the people who suffered. Notions of democracy, freedom and the rule of law would be mere slogans, for there would be no room to develop them.

Han made the same argument. Besides, he said, Chinese people on the whole were not well educated and, in the chaos of a revolution, there would be nothing to stop villains and opportunists from taking power.

One observation is left unsaid: the history of the Chinese Communist Party proves this argument right. The party led a violent revolution holding aloft the banner for democracy and freedom for an oppressed people. They seized the so-called “political power that comes from a gun barrel” and founded a new China. Sixty years on, not only has democracy failed to arrive, the rights of freedom of speech, publication, association and protest have all deteriorated. A person could be arrested today for voicing support for the values widely trumpeted in the 1940s.

The advantage of reform over revolution can’t be as handily illustrated, but it, too, has historical precedence. Before 1911, two generations of Chinese had worked to put in place innovative reforms. If social justice could be achieved without bloodshed, only the bloodthirsty would not attempt to do so.

The question is: how can reform be made possible? Li Zehou advocated letting the ruling authorities dictate the pace of change and making sure their interests were not threatened, and reform would come. In this view, history is written by the social elites, and ordinary people may only await their fate. Historical change will come at the expense of people’s rights and interests.

Han Han understands the importance of individual resistance. In his third essay, he urged authorities to relax censorship controls on media and the arts. And if things did not improve in two or three years, he said, he would stage protests at the annual conferences of the Chinese Writers’ Association or the China Federation of Literary and Art Circles.

Will this work? Such a protest is likely to be dispersed by the police. Some protesters may even be arrested and jailed, as activist Wang Lihong was after she protested outside a court in support of three bloggers on trial. If replicated in China, Mahatma Gandhi’s non-violent resistance – openly defying the colonial government, repeatedly organising sit-in rallies, even tearing up his identity card – would unfortunately invite the same punishment from officials as a violent protest.

It is worth asking if the recent stand-off in Guangdong’s Wukan village is a revolt or reform. Out of concern for their own safety, the villagers denied they led an uprising. But the fact is they fell out of government control for three months, and formed their own governing body based on clan relations and elections. This would be considered illegal, and reason enough for a government crackdown. Yet the Wukan villagers mobilised to set up road blocks in open confrontation with armed police, and eventually forced the government to recognise its “illegal organisation” and even negotiate with it. This was a fundamental breach of government; we’d only be fooling ourselves by calling it “reform”. Put another way, can such “reform” be promoted elsewhere? Or, if it were a revolution, how was it able to maintain order and achieve success?

Guangdong officials who took part in resolving the crisis now take credit for it, and it is possible they would set it up as an example of the Guangdong government’s “humane treatment of its people”. But it should be clear that without the people’s refusal to back down in the face of police force, and their determination to hold even bigger rallies, the government would not have instituted change.

Where does the impetus for reform come from? I asked this question of several people familiar with government thinking, and their answer was: not from any belief in just rule, but from the pressure to maintain stability. Where does this pressure come from? Clearly, not from scholars’ rational and constructive criticism, but from mass movements that threaten violent disorder and social breakdown.

Binary thinking of reform or revolution is to my mind somewhat misguided, and does not accord with the realities of China’s underclass. It lacks awareness of civil rights. Effective people’s resistance is likely to be a combination of both: the fear and pressure of revolution giving the impetus to reform, and progressive reform leading to systemic change that is nothing short of revolutionary.

時值東羅馬帝國君士坦丁大帝（Constantine I）建都拜占庭（ 今土耳其伊斯坦堡）的公元四世紀，基督教在《米蘭詔令》（Edictum Mediolanense ）的頒布下在歐洲正式落地生根，初次成為合法且自由的宗教，在位時亦促進歐洲普遍地方逐漸擺脫奴隸社會，從而為過渡到封建時代奠下基礎。其時一位年輕拉丁文修辭學（Rhetoric）教授從帝國的北非蠻人之地（拉丁文謂之Barbari）乘船到了羅馬，此人名叫奧古斯丁（Aurelius Augustinus 或 Saint Augustine）。

早年深受Cicero的《規勸論》（Hortensius）思想影響，進而修畢帝國最高學位，奧古斯丁年僅二十即於迦太基（Carthage）傳授修辭學中的雄辯術，後轉移至羅馬開設私立學校自行執教，因跟政府設置的呆板公立課程不銜接而沒有得到資助，且學生蜂上課以後學費卻長期欠奉，落得一貧如洗、兩袖清風。後幸得羅馬行政院內一位有識之士相邀聘請至米蘭教授雄辯術和文學，隨即欣然赴任。身在米蘭時，奧古斯丁編寫完成《懺悔錄》（並非後來Rousseau的LesConfessions ），描述內心之多極思想掙扎角力，直到讀過保羅的《使徒行傳》後克服猶豫決意歸附基督。其著作當中一重要段落對「默讀」與「朗讀」有過詳盡細膩的描述，屬歐洲文獻上對此最早且較完善的記載。

默讀與朗讀

沉寂靜默的閱覽時之專注意指在個人學問的尋找，是當今普遍的閱讀態度習慣。而發聲朗讀之舉則是欲與同伴共享著作中的學問啟示，與回教廟宇的小孩誦經所中之情景雷同，各自高聲朗讀《可蘭經》之諄諄教誨。根據奧古斯丁著述中對其恩師米蘭主教安布羅斯（Aurelius Ambrose）寡言而專注、旁若無人般默讀典籍卷軸之狀況的好奇而細緻的描寫，可以估計在羅馬帝國的歐洲「默讀」似乎並未普及，而正式之閱讀方式應是朗讀，學習的方式則是交流分享的討論。

此段歷史可在今日意大利米蘭的BibliotecaAmbrosiana （或 Ambrosian Library）讀到，而此館正是以安布羅斯主教（Ambrose）命名。不要以為圖書館一定如倫敦British Library般莊嚴肅穆或似港大Law Library般的冰冷死寂，此館的藏書閱讀室內的本地學人和我輩讀者仍然喃喃自語地念着手上書本，有的更跨桌對談即席討論，時而高聲道出一個命題等待旁人對解題的各項建議，一樣承載着拉丁文的熱情。

不難想像，昔日帝國的羅馬、君士坦丁堡、亞歷山大港和迦太基的圖書館內學人是於何等嘈雜熱鬧的氣氛中尋到學問的啟示。

美國總統奧巴馬親自宣布，他已簽署一項促進美國旅遊業的行政命令，簡化和加速非移民簽證申請程式，旨在吸引更多中國和巴西等新興經濟體的遊客訪美。

自二○○一年「九一一」恐怖襲擊之後，美國政府收緊入境簽證申請，對外來遊客的要求從嚴，導致旅遊業萎縮；據估計，過去十年，由此造成的經濟損失達八千六百億美元，減少超過五十萬個就業機會。奧巴馬於大選年推出新的安排，自希望此舉有助創造與旅業相關的新職位，刺激經濟發展；而吸引來遊的主要目標，正是全球旅遊業界都「覬覦」的群體——中國人。

奧巴馬在佛羅里達州迪士尼樂園宣布上述決定，這不禁令人想起，香港迪士尼的訪客中，內地人就佔了半數。無可否認，隨着中國國力加強，民眾收入上升，外遊人數和消費能力都與日俱增，且幅度顯著，於此全球經濟低迷之秋，中國遊客自成為世界各國眼中的「金蛋」了。

最新數據顯示，中國內地的財政收入，去年突破十萬億元人民幣，即約一萬六千五百億美元，這數字相比美國的四萬五千億美元，無疑仍有差距，但已超越英、法、德、日等工業化國家，足躋身「富國」之列。然而，若以人均財政收入水平而言，中國大陸的世界排名尚在百名之後，「國富民窮」之說，依然非虛。

雖則如此，但畢竟中國人多勢眾，即使只有部分先富起來者，僅佔全民的較小比例，實際數量已經非同小可。看看世界奢侈品協會（ＷＬＡ）昨日發表的報告：中國大陸奢侈品市場的年消費總額，達一百二十六億美元，高佔全球百分之二十六，已成舉世之冠。中國富人消費力之強，可見一斑。

況且，中國民眾的整體收入，近年明顯增長，也是不爭事實。據國家統計局公布的數字，二○一一年城鎮居民人均總收入近二萬四千元人民幣，比上年增加百分之十三點五；農村居民人均純收入近七千元，增幅百分之十七點九。民眾收入上漲，對外遊的需求隨之增添，加上人民幣升值，歐羅貶值，中國遊客在國外的購買力水漲船高，對環球旅業的貢獻自不待言。

中國遊客數量激增，樂於消費，當然受到重視和歡迎。可是，部分大陸遊客在外地一些不夠文明的表現，也廣受詬病，比較常見的諸如隨地吐痰、亂丟垃圾、肆意喧嘩、不守秩序、妄自塗鴉等等，往往令當地人側目，既有礙觀瞻，也有損國人形象。

近日，在香港流傳的一段網上短片，就是因為有內地遊客在地鐵車廂內違規進食，並與出言制止的港人發生罵戰。事件在中港兩地都引來強烈迴響，箇中反映的問題，值得各方反思。

大陸遊客一些引來爭議的舉措，部分是來自文化的差異、習慣的不同，但更多不啻牽涉個人的質素，包括公德與文明的程度，中國人在這方面，實有提升的必要，其中從教育做起，也是刻不容緩了。

其實，愈來愈多大陸民眾有機會出外旅遊，既開眼界之餘，亦可感受先進地區文明有禮，公德守序的氛圍，耳濡目染，默化潛移，對他們提高個人素養，應有裨益。

另一方面，香港近日似有滋長「仇內」（不滿內地人）情緒的迹象，也需要我們警惕。須知，面對內地遊客，不能一竹篙打一船人，港人宜表現出親善、包容的一面；對於不當行為，禮貌地提醒代替責備，好言相勸免卻相嗌唔好口，才是應有之義。

台灣大選今日投票，寶島將是藍天依舊，抑或換上綠裝，晚間便有分曉。由於選前戰情緊湊，國民黨與民進黨孰勝孰負，殊難逆料；只可以肯定的是，兩岸關係議題成為今次選戰主旋律，也是藍綠兩大陣營成敗的關鍵。

上屆二○○八年的選舉，民進黨因受陳水扁貪腐案拖累，國民黨的馬英九只打一張清廉牌，便足可以百分五十八點四五的得票率而大勝。可是，馬英九今屆對手，換了形象廉潔、具學者之風的蔡英文，反貪議題之效，自然大打折扣。縱使蔡英文因「宇昌案」而蒙上利益輸送之嫌，但藍營攻擊敵營貪腐，不斷重提扁貪，始終成效有限。

是故，馬英九極力推銷其於兩岸和解的貢獻，以「九二共識」作為催票主力法寶，強調「一中各表」、兩岸「不統、不獨、不武」之下，台灣始能得到安穩，並促進兩岸經貿，利於發展經濟，改善民生。

事實上，馬英九力撐的「九二共識」，明顯獲得台灣商界支持，除了在大陸投資的企業家，就連一直本是綠營支持者的富商巨賈，也紛紛挺馬。直至選前一天，還有宏達電董事長、王永慶的女兒王雪紅出面表態，聲稱「在九二共識之前，從來沒有這麼平和的兩岸社會和兩岸關係」；又說「對一個創業的人來說，一個平和、穩定的社會，是必要條件」，故她非常珍惜兩岸平和的關係，也非常珍惜九二共識。

誠然，在當前的政經環境之下，馬英九的兩岸牌，密切構連着經濟牌，更為民生所繫，故不論蔡英文頻以「台灣共識」和大聯合政府出招，馬英九依然「獨步單方」以對。

蔡英文方面，決戰前一周拋出的大聯合政府主張，並沒有得到發酵，發揮不出威力。到了選戰前夕，她還是被迫回歸兩岸議題，提出的五大承諾，其中明確表示，兩岸關係是其選後第一要務，她會跟各政黨與國會協商成立「兩岸對話工作小組」，邀請具公信力的社會領袖加入，建立溝通管道，讓兩岸進入理性互助、互信、長久穩定的新階段；目前的協議，新政府會概括接受；也希望藉由未來的「新共識」，達成互惠雙贏局面。

換言之，蔡英文也深明目前兩岸和平共處、交往頻繁，已是不可逆轉的大勢所趨，她要爭取更多中間選民，就不容全盤推翻兩岸和解政策，而是必須營造她也能維持兩岸良好互動關係的形象，以免民眾擔心一旦民進黨上台，兩岸關係又趨緊張。

眾所周知，在兩岸問題上，北京政府是絕不容許台灣獨立，而台灣民眾也絕難接受「一國兩制」的統一，正如國際上許多因歷史遺留、形成死結的爭端，都是用「擱置」的政治手段處置，令問題不致惡化，甚至兵戎相見。因此，「不統、不獨、不武」，無疑是在一段長時間內處理兩岸關係的較佳方案，也最能符合兩岸民眾的根本利益。

今日之後，究竟是國民黨繼續執政，還是民進黨上台，完成第三度政黨輪替，必將左右兩岸關係和經濟的發展；而不管今次台灣大選的結果如何，也必將對中國內地的政治生態產生深遠影響。

隨着兩岸接觸大增、資訊流通頻密，台灣民選領導人的消息和狀況，大陸民眾都可耳聞目睹，即如在上海的台式餐館，今天也將直播台灣大選實況；況且台灣的民主政治發展正日趨成熟，選民理性益添，在兩岸四地中堪成典範，這方面的箇中意義，實在不容小覷。

在移居英國之前， 並沒有從軍的朋友，戰爭對我來說也只是歷史書的記錄。我曾到過一些實行兵役制的國家，但遇到的軍人卻從未上過戰場。在大學一年級，我的實驗拍檔KennySambrook是倫敦大學軍官訓練團（Officers’ Training Corps）一員，準備畢業後加入海軍為國效力，每個周末都到軍事基地接受體能和軍事策略訓練。有一次，他三天沒來上課，我擔心起來，四出打探他的行蹤，原來他在威爾斯偏僻的營地受訓時遇上河水氾濫，等了兩天才駕車回倫敦，害我虛驚一場。到了博士班，有一位女教授的丈夫在皇家空軍當飛行指揮官，長期駐守海外。她守候未歸者的滋味，在聖誕和新年期間一定最難熬。

直播御前表演

剛過去的聖誕日，英國流行音樂排行榜揭曉了一首出人意表的冠軍歌曲，演唱者並不是歌唱比賽的得獎隊伍，而是名為軍妻合唱團（Military Wives Choir）的女士們。她們的丈夫和配偶都是派駐阿富汗的英軍，所唱的一曲Wherever You Are ，歌詞由蘇格蘭鴨巴甸大學Paul Mealor教授所譜，用現役軍人與妻子往返的情書編寫而成，一進榜便登上了冠軍，且在上市第一周賣出了五十五萬六千張，比聖誕周單曲榜其餘十一首歌曲的銷量加起來還要多。根據流行榜統計，這個銷量成績是最近六年最高。11月皇家退伍軍人紀念會上，軍妻合唱團在英女王面前表演這首觸動心弦的歌曲，電視直播的收看人數更逾一千六百萬。

軍妻合唱團的成員並無過人的音樂造詣，許多甚至從未唱過歌；她們只是住在德文郡北部皇家海軍基地的家庭主婦。年輕指揮家加雷斯．馬羅尼（Gareth Malone ）年初為了製作英國廣播電視台的The Choir節目，希望藉紀錄片表達軍眷的生活和感受，才找上她們。我還記得加雷斯在2006年到英國中部Middlesex一家政府學校，嘗試組成歌詠團來啟發一群行為頑劣、自認為沒前途沒出路的中學生。經過九個月的訓練，他們在地區選拔賽中勝出，更到中國參加「世界合唱比賽」。加雷斯去年來牛津宣傳他的書Music for the People ，長得像普通高中生的他，談到自己其他的教學對象，包括一些任意妄為的男校生、奧運會和殘障奧運會的運動員，甚至是名廚。他說：「也許不是所有人都會唱歌，但這並不代表他們不應聚集起來。

只要有發起人唱出首個音符，其他人便會跟着唱了。」音樂能加強自信，讓人勇敢地表達自己。

我聽軍妻合唱團勉強唱出歌曲高音部分，每字句都是由心而發，眼淚開始湧出來。回想12月18日是美軍最後撤出伊拉克的一天，結束美伊近九年的戰事。四千多美軍及十萬多伊拉克人喪生後，軍人們終於能夠回家與家人團聚。2012年實現世界和平，是我唯一的心願。

過去一年，投資者再一次體驗到金融全球化的威力，震懾程度雖未如三年前的金融海嘯，但在去槓桿化的影響下，無論已發展或新興市場，實體經濟表現脆弱，金融市場高度波動，可以說二○一一年並不好過。展望來年，也不甚樂觀，尤其上半年，如果歐債危機未能化解，不確定因素延續，投資信心便難以恢復。

全球主要經濟體系，於二○○八年雷曼兄弟倒閉後，由美國牽頭，採取前所未有的量化寬鬆政策，至今已逾三年，唯一的「成就」是華爾街避過一劫，實體經濟遠未痊癒，且在歐債危機威脅下，隨時出現雙底衰退，形勢之險峻，較諸○八年有過之而無不及。

曾著書立說的貝南奇批評三十年代大蕭條時，聯儲局未有當機立斷，大灑金錢，刺激經濟，反而行收縮政策，結果釀成大錯。對於日本迷失二十年，貝南奇也大不以為然，因此由他主導寬鬆政策，絕不為奇。

但三年過去，效果只屬差強人意，QE2（金額六千億美元）於今年六月底結束後，失業率仍然高企，房地產未見起色。礙於美債沉重，需要提高上限，對於手握印鈔機的美國而言，原本不是問題，以前亦發生多次，國會無不通過，但共和黨藉此打政治牌，從中作梗，且大肆抨擊貝南奇的貨幣政策，擾攘到八月，才在有條件下達成協議。奧巴馬成立超級委員會，希望用三個月時間，讓兩黨就削赤問題達致共識，結果（在十一月）宣布失敗。而年內美國亦歷史性地失去三個A的主權評級。在此背景下，貝南奇已不敢奢言QE3，只以OT2（扭曲操作）代替，藉沽出短債購入長債，變相減息，並暗示必要時增購MBS（按揭抵押證券）。

正當貝南奇疲於應付美國問題之時，市場焦點已移向歐債，由十月二十六日第一次歐盟峰會（主要是解決希臘債務問題），到十二月初第二次峰會（變相修訂《歐盟條約》），以至歐洲央行推出LTRO（長期再融資操作）等，我們過去已多次剖析，不贅。從市場的表現來看，很明顯，投資者在衡量美國及歐洲的債務問題時，顯然覺得美元資產還是比較可靠。以美股為例，道指今年升百分之六，而富時、巴黎及法蘭克福分別跌百分之六、百分之十八及百分之十六。美債更出色，十年期孳息在一厘九之下，今年下跌逾四成二，反觀最強的德國債息亦在二厘之上，其餘豬債更不用說了。美股不僅較歐股為強，相對於新興市場如金磚四國（普遍下跌兩成）亦出色得多，上海A股跌幅逾兩成，恒指跌幅亦相若。股市之外，美元滙率指數今年亦能從低位七十二回升上八十水平，反映歐羅疲弱。

盎斯金價亦因美元轉強而從高位一千九百美元跌至一千五百五十左右。其他有色金屬如銅及鋅等亦跌超過兩成，油價則因伊朗威脅封鎖霍爾木茲海峽而能夠在一百美元附近徘徊。大量量化寬鬆，歐美超低息政策，為何實體經濟仍無起色？經濟「不按本子」辦事，究其原因，在於歐美銀行體系擁資自重，不願拆借，在經營上更採取收縮措施，大幅裁員，以應付嚴冬，情況與金融海嘯前的濫槓桿化有天淵之別。投資者在無資可投的情況下惟有投向避風港，結果選擇了美元資產，令降了級的美債一枝獨秀，同時將新興市場可以維持適度增長的「神話」戳破，當中又以中國的情況更為尷尬。歐洲市場（中國最大貿易夥伴）陷衰退危機，但美國仍不斷施壓，要人民幣升值，昨天官方開出的中間價報六點三，再創滙改以來新高，顯然美國並未宣布中國為貨幣操控國，在形勢比人強的狀況下，人民幣近日還是急速升值，令港人叫苦連天。

二○一一年即將過去，但歐債危機一日不解決，德國始終不同意發歐羅共同債，以及不准歐央行大印鈔票，國際經濟還將緊縮，寄望北京大幅放寬銀根，便顯得不切實際。

84歲的天主教教宗本篤十六世（Benedict XVI），平安夜在梵蒂岡聖彼得大教堂主持子夜彌撒，批評聖誕節變成商業化的慶祝活動，璀璨的燈飾掩蓋主耶穌誕生謙卑和純真的本質。所言甚是，但教宗身為天主教這有組織宗教 （organiz ed religion）之首，對宗教的商業化，以及其經營的日趨公司化，卻避而不談，難免給人「有口話人，冇口話自己」之感。

我不是Woody Allen迷，但阿倫說過一句話，占飛在有生之年都會不斷引用。

他說：「我對上帝沒有反感，叫我受不了的是他的崇拜者俱樂部。」（I have nothing against God. What I can’t stand is his fan club.）人類是經濟動物，自亞當被逐出伊甸園一刻開始，我們就學會自食其力，靠勞動的報酬來養活自己和養活家人。我們的所作所為，十之八九在冥冥中符合經濟的邏輯，也受制於經濟的規律。

久而久之，找機會獲取豐厚報酬成為我們的習性（second nature），資本主義將這種習性發揚光大。在市場無形之手的操縱下，我們心裏所有的渴求都被轉化成可以用供應來滿足的需求。換言之，我們的心理需要被商品化（commodify）了。宗教信仰是人類一種基本的心裏需要：相信世界有一個無所不能的創造者，相信死後還有永生，所提供的心靈慰藉的確無可比擬。

當頭棒喝

這種美國心理學家詹姆斯（William James）口中的「信的意志」（the will to believe），令到各式各樣的有組織宗教大行其道。只要你能夠滿足他們的需要，你就會找到願意付錢的顧客，這就是經濟學，這就是資本主義。

由此觀之，宗教在市場萬歲的資本主義社會被商業化，甚至商品化，實屬理所當然。問題是當宗教變成商品，它必然會受制於促銷、營利和滿足消費者需求等商業法則。宗教的要義和真諦無可避免被簡化、稀釋甚至歪曲。

對於以「售賣」宗教與信仰為生的人，他們千方百計要做的，就是將他們的「商品」以最為大眾接受的方式賣給最多人；而其他的宗教和信仰，也就變成了市場上的競爭對手。於是，近年來，我們看到宗教怎樣向名人文化、娛樂圈、流行音樂和通俗文化叩頭。 教會本應是社會的良心，與社會的主流文化和價值自覺地保持批判性的距離，但在今日社會，似乎愈來愈多宗教人士喜歡巴結罪人（sinners ）多於向聖人（saints）學習。

建制與反建制

香港聖公會大主教鄺保羅早前發表聖誕文告，慨嘆香港充斥只顧維護既得利益的個人主義風氣，人的質素與核心價值已被扭曲及蠶食，呼籲港人在維護自己利益的同時，亦要顧念其他人的需要。這是當頭棒喝，但願教會和布道人在傳教的時候，對宗教的核心價值也有同樣的堅持。

不管是天主教、基督教抑或佛教，有組織宗教擁有的，是嚴密的組織、龐大的資源和有效的動員能力。的確，對有組織宗教而言，它的「組織」跟它宣揚的「宗教」同樣重要（organized religion is as much about organization as religion）。

事實上，今日教會理性╱世俗（secular）的一面跟它屬靈（spiritual）的一面早已合而為一，你中有我，我中有你。有財有勢的教會成為建制、現狀和主流社會價值的受惠者和捍衞者，其實有點諷刺。

以基督教為例，耶穌本來是一個最極致的反建制人物——他最關心的是妓女、罪犯、窮人和病者這些罪人和社會異類。在一個極權和專制的政治體制下，耶穌所代表和體現的「更高的權力」（higher authority），所宣揚的平等和博愛的觀念，無異於發動一場社會革命。難怪統治者視他為眼中釘，千方百計要把他釘死在十字架上。

The government’s decision to leave ethnic minority children to struggle on their own in school without adequate language support is inexcusable, and society will be the big loser if it goes on

Why has the Education Bureau refused to face the issue? That was the question I put to the Legislative Council panel that met recently to discuss education for ethnic minority children. The state of their plight that I presented to the panel was echoed by the participating legislators: the present system is not working and ethnic minority children are failing in school en masse. We must face up to reality now. Hong Kong needs positive outcomes through a change in the education officials’ mindset, not bland statements and half-hearted measures.

A whole generation of ethnic minority children are being affected by the disappointing outcomes of our current education policy. These children should be helped to learn effectively during their formative years. The gap in language ability begins at the pre-primary stage and grows exponentially as they progress through the education system.

In July, the Equal Opportunities Commission released a report by its Working Group on Education for Ethnic Minorities, which detailed how the mainstream education system has been letting down many ethnic minority students who are largely from low-income families. The report offered achievable and affordable recommendations. Disappointingly, the Education Bureau’s response has been evasive and apathetic.

Despite numerous warnings over the years from frontline social workers, experts and stakeholders, the bureau has achieved little to improve the situation. Instead, it is barricading itself behind the self-made brick wall of a “one size fits all” approach, while thousands of ethnic minority children and their families are made to bang their heads against it in futility.

Hong Kong’s ethnic minority students, hampered by cultural and linguistic differences and a lack of financial resources, continue to face massive hurdles in learning Chinese. Without the home language environment and systematic language support, failure sets in from an early age, and the children are invariably left behind their peers.

Confined to taking the standard local Chinese examination or the British-administered General Certificate of Secondary Education (GCSE) Chinese exam, the students are effectively choosing either failing badly or gaining a qualification that is so low that it is not much use. Despite the policy change in 2008 to accept the GCSE Chinese exam results as an admission criterion for university, the entry rate of ethnic minority students to local tertiary programmes remains very low.

Meanwhile, parents have little choice but to enrol their children in “designated schools”, practically forfeiting their children’s chance to catch up with their peers in Chinese-language study.

The Education Bureau characterises the flight of ethnic minority students to designated schools as the “free choice” of their parents. This is typical bureaucratic talk. Given that ethnic minority students are generally better at English, they should be assigned to study in mainstream schools with English as the main medium of instruction. But, as the ethnic minority students perform poorly in all subjects taught in Chinese, most do not do well enough to qualify for these more popular schools. In effect, they are stuck in a flawed system.

Despite these difficulties, the Education Bureau has categorically dismissed the idea of developing a more effective Chinese-language learning and assessment system. Instead, it is clinging to its superficial notion of “equal opportunities” by subjecting all students to a single framework for teaching and assessment.

Giving everyone equal opportunities in fact requires that reasonable accommodation measures, if needed, are put in place to level the playing field. Hong Kong, as an open city, will always have a considerable number of minorities who need a realistic language policy that is supportive and integrative. The Education Bureau’s refusal to set its sight beyond administrative simplicity is counterproductive.

Any effort to address the situation is further undermined by the absence of reliable data, for Hong Kong lacks a uniform and systematic mechanism for collecting statistics on this issue.

What little information there is paints a bleak picture for ethnic minority students. For instance, in 2011, only 17 “non-Chinese-speaking students” from public and Direct Subsidy Scheme schools who sat the Hong Kong Advanced Level Examination received admission offers through the Joint University Programmes Admissions System (Jupas). Yet, in 2011, according to Jupas, a total of 19,210 offers were made in the main round. The numbers support the mountains of anecdotal evidence that suggests ethnic minority students are failing under the present system.

The Equal Opportunities Commission continues to advocate the three prime recommendations for action. These are the strengthening of language support at the pre-primary/junior primary level; the development of an effective teaching and assessment framework; plus an improved data collection system to facilitate evidence-based policy formulation and enhancement of support measures.

It is time for the Education Bureau to step out from behind its brick wall and face the issue. Whatever their ethnic origin, these disadvantaged students are Hong Kong’s children. Invest in them through the right compensatory measures and they will be our asset. Leave them to the pool on their own, and many of them will drown. This latter approach is not only morally wrong but probably also legally discriminatory, as it deprives them of genuine equal opportunities in education.

The hurdles are not immovable, but the government must lead the charge.

每年聖誕節前夕， 我總會拿出電影Sleepless in Seattle（《緣分的天空》）的錄影片來重看。電影中的節日意境、老歌唱出的情調，還有故事所描述那種令人大惑不解的緣分，在假期裏看特別浪漫詩意──地球的某一角，可能會有一個從未見過的人，冥冥之中早已跟你結緣，注定有一條紅線把你們連在一起。電影含蓄地談情說愛，男女主角卻只在最後一幕才在紐約帝國大廈頂樓相遇。這部電影發行了快要二十年，可是別的浪漫喜劇怎也比不上它的情意。這種淡淡然的溫馨，也是作者諾拉．艾佛朗（Nora Ephron）獨有的標記。

2006年的時候，我在紐約看諾拉接受美國電視台訪問。當時她正在宣傳自傳式雜記I Feel Bad About My Neck: And Other Thoughts on Being a Woman 。已經六十五歲的諾拉，在幽默風趣之中表現出剛毅性格，難怪她至今仍是好萊塢首屈一指的女導演和製片家。要是政府元首的言辭都這樣一語中的，市民的評論和怨氣也許會減少吧。我便到書店一口氣買了她所寫的全部電影劇本和散文集，自始以後也萬分期待她刊登的文章。從Crazy Salad 雜記，到去年出版的I Remember Nothing: And other Reflections ，讀者能看出她不單是形容感情關係，反而注重男女之間的不同，從她豐富人生裏的起跌和掙扎，可見她對創作的熱情。以為在比華利山成長的富家女不用愁？誰知諾拉的編劇父母相繼成了酒徒。以為第二次結婚的對象是揭發尼克遜「水門事件」醜聞的才子記者伯恩斯坦（Carl Bernstein），還懷着他們第二個小孩，應該是備受艷羨的一家？怎料伯恩斯坦竟在諾拉懷孕七個月時發生婚外情，鬼迷心竅，立刻提出要離婚，她一下子氣結了，導致早產。婚姻破裂之後，她寫了暢銷小說Heartburn ，然後改編成電影，由梅麗斯翠普和積克尼克森主演。她跟現任丈夫在一起已經二十四年了，回顧時才發現婚姻要成熟的心智才能持久。

這些經歷是不是命中注定的伏線？諾拉的散文中，還有一篇談到她年少時幾乎繼承了遠房叔叔的遺產。八十年代初，她正在紐約為糊口而掙扎，每天坐在桌前發呆，久久寫不出一句電影劇本的對白。她以為成了鰥夫的叔叔會遺留下300萬美元給她和她姐妹，那就可以改變她一切經濟困局。接到叔父去世的消息時，姐妹們不夠十五分鐘已犯了七宗罪所列出的「貪婪」和「懶惰」。諾拉看着沒寫完的劇本想，寫作不過是為了賺錢，而且劇本未必能成功拍成電影。.總之，這份工作實在太艱難，於是還沒了解遺囑上所分配的金額，已滿腦子想着怎樣把錢花掉。原來叔父的遺產比想像中少得多，諾拉僅得到6萬多元，不足以棄業，只好繼續寫作。結果，那部電影就是改變她一生的When Harry Met Sally 。

世上普遍的人都並非生下來就懂得學習。當然，所謂懂得，都不過是一種相對性的概念，問題一樣是究竟要多懂得才稱得上是懂得，a matter of degree 。一般人自出生以來憑藉不確定的一種非常隨機的方式，又卻以驚人的速度來吸收外界事物，首先的階段只是加以模仿，所以身處的環境裏面能供其模仿的對象對懂得學習與否有着決定性的影響。可惜在當今的制度裏，整齊的文句被重複抄寫成口號式的表達，代替本來人文藝術那文字與說話的語法和修辭上的優雅，小孩受學校薰陶，學習從此不是為了興趣和知識，而只是為了受教和交代，意義從一開始就只是現實性的。

此吸收過程之開端，正是學會學習最重要的環節，是為一種基本功，因為小孩須要先學會識別社會所選用的已經行之有效的溝通傳遞信息的共同符號與聲音，換句話說就是先學好的應是語言和語文，而不是什麼其他技術性的知識和技巧如數學、藝術和音樂等。

語文和語言是學習懂得學習之根本，人類溝通的系統讓人馬上可以理解其他人的想法，而其他人不只是面前的，還有過去的。須要予以一個外在世界給小孩模仿，無論是當世的、前瞻的或者是過去文明的累積，先要有傳遞的工具，各方思想方能得以有效傳送。語言和語文之聽說讀寫，不只具體化人們身邊個別社會有關溝通的成規，方便了資訊傳遞，規範了知識與權力階層，也同樣決定和限制了人們的認知方式和表達範圍。

在語言和文字的社會裏，懂得聆聽和閱讀只是一道入會的通關儀式，聆聽語言和閱讀文字是小孩參與世界文明集體記憶的憑藉，開始了解和熟悉社會共同的思想與過去，從而溫故知新。於中世紀的猶太人社會裏，單就小孩能開始獨立學習閱讀和演講就得以公開儀式慶祝隆重其事，就像五旬節（Shavuot），那紀念摩西從上帝之手接過Torah（希伯來文為「教誨」的意思）的日子，猶太幼兒準備學習學習（learn to learn），身穿有吊飾的方形披肩，由父親親手拖着走向與交託給悉心挑選的身為真正智者的老師，教予小孩學習的不同方法，引導小孩自我領悟內容思想。智者引領小孩一同靜坐，再拿出一塊沾滿蜜糖的石板展示於小孩跟前，上面刻着《聖經》裏一段有關於學習和智慧的希伯來文福音引文，當中不只有基督的道德教化，更有文學智慧的明智教導。其石板最底下還有一句：願Torah成為你終身的職責。
